Overview

A varied list of professionals provide insights and objective for planning and land use in rural communities.  The focus of this conference will be to illustrate planning tools and analysis of topics which are unique to small and rural communities in Connecticut.  This includes discussions on large regional planning collaboratives, viewing economic growth from the landscape of rural communities, case studies in rural economics, challenges for infrastructure in rural communities, especially decentralized and centralized wastewater solutions, basic housing for people of limited income and how to grow the rural economy through partnerships with conservation organizations and land trusts.

Jeanne Davies, AICP

Jeanne Davies, AICP, is Executive Director for Connecticut RC&D Area, Inc. a non-profit organization affiliated with USDA, specializing in community planning for sustained agriculture, conservation, and natural resource based economic growth. Retired as Deputy Director and Principal Planner for the Lower CT River Council of Governments and the CT River Estuary Regional Planning Agency, for fifteen years she was responsible for administration, grant writing, project management, and promoting planning collaboration between the region’s member towns, state, local agencies, and non- profit organizations. Before that, Jeanne worked ten years as East Lyme CT Planning and Economic Director, as Code Development Analyst for the City of Seattle, Assistant Planner for the City of West Haven, and a land use analyst for Bradgate Hargrave Development in Glastonbury. Accomplishments over the last thirty years, include: leading research and creation of a new MPO and the implementation for the first nationally successful merger of two adjacent MPOs; modernization of the Regional Transit District which moved the district from a senior citizen dial-a-ride service to a modern regional flex bus route system; initiating Connecticut’s first Regional Natural Hazards Mitigation Plan.
