This position involves technical work in the coordination of a local Community Development Block Grant (CDBG) program and the related community development / redevelopment activities undertaken by the Norwalk Redevelopment Agency on behalf of the City of Norwalk, Connecticut. The work called for is both diversified and supervisory in nature. The position reports directly to the Executive Director of the Norwalk Redevelopment Agency.

  • Assists the Executive Director by developing, directing and coordinating community based planning initiatives that deal with housing and economic development
  • Coordinates the development of a comprehensive CDBG program including housing rehabilitation, residential relocation, environmental reviews, public and neighborhood facility programming and capital improvement initiatives
  • Administers, reviews and monitors the Redevelopment Agency's housing rehabilitation and economic development loan portfolio in conjunction with existing staff
  • Publicly promotes the use of the CDBG program and the Section 108 Loan Program for the purposes of economic development and investment strategies that effectively link low and moderate income job creation
  • Prepares, submits and administers the Consolidated Plan for Housing and Community Development and associated annual CDBG Action Plans
  • Maintains accountability of all CDBG and related grant fiscal matters by administering program-related monitoring, requisitions and payment authorizations
  • Develops and implements performance criteria for community based organizations receiving CDBG and other city, state and federal funding
  • Prepares CDBG sub-recipient contracts and verifies contract compliance and related certifications
  • Works with other city departments in the development of programs and projects that relate to CDBG programming and compliance
  • Determines needed community development and redevelopment programs / projects based upon existing data and updated data collection and analysis
  • Assists in the implementation of action plans and strategic plans for the development/ redevelopment of target districts
  • Prepares programming reports that include proposed programming recommendations and modifications with the appropriate fiscal impact analysis
  • Assists in the preparation of grant applications and reports for Redevelopment Agency programming
  • Serves as a liaison between civic groups and public agencies in solving community redevelopment and related concerns
  • Conducts assigned research


  • High degree of knowledge regarding the federal regulations which apply to CDBG
  • Knowledge of public administration as it relates to community development programming
  • Knowledge of community development principles, theories and capacity building techniques for neighborhood planning and development
  • Knowledge of non-CDBG federal, state and city funding sources for community development
  • Knowledge of CDBG program budgeting tools including IDIS and Excel software
  • Ability to do financial modeling and project proformas
  • Knowledge of performance measuring
  • Knowledge of GIS Mapping


This position requires broad administrative and management skills along with strong interpersonal, communication and team building skills. Successful candidate must be available for evening meetings required for this position. The position requires a graduate degree in Public Administration, Urban Studies, Political Science, Business Administration or Planning and a minimum of seven years of professional experience in managing a successful municipal CDBG program.
