Under broad direction of the Town Manager, incumbent serves as the principal liaison or primary to the Town Plan and Zoning Commission and is responsible, either directly, or through division staff, for Environmental Planning, Public Health, Building Official and Fire Marshal functions.
- Administers the Plan of Conservation and Development and Building Zone Regulations. Makes recommendations and develops goals to facilitate economic development and preserve land resources to operationalize the priorities outlined in the Glastonbury Plan of Conservation and Development. Collects and analyzes related data.
- Provides consultation on technical planning and development matters to other government agencies, boards and commissions, constituents and developers. Serves as primary liaison to the Town Plan and Zoning Commission. Provides support either directly or through staff, to the Inland/Wetland/Conservation Commission, Historic District Commission and Economic Development Commission.
- Oversees the administration of land use controls, such as, zoning, subdivision, wetlands, flood plains, aquifer regulations, and building and life safety codes. Manages land use proposals from application through final approval per special permit and planned area development and adaptive redevelopment zone.
- Manages staff administrative review and plans review with the Town Plan and Zoning Commission for pending projects.
- Makes recommendations for and drafts amendments to building zone regulations for policy review and action.
- Provides reports and recommendations to the Town Manager as required, requested, or appropriate to the effective management of the department.
- Effectively and proactively communicates with the Town Manager and other staff throughout the organization, the general public and visitors to Town offices.
- Supervises the Town Planner, Environmental Planner, Fire Marshal, Health Director and Building Official. Provides direction for staff, and directs personnel-related activities including staffing, work activities, performance management, and employee selection.
- Encourages the development of staff through formal and informal training, coaching, mentorship, and positive leadership modeling; implements, supports and monitors related programs. Establishes and ensures high, professional standards of performance levels by staff, including internal/external customer service and respectful, responsive, efficient and defective performance levels by staff throughout the department.
- Ensures a respectful and safe work environment for all by fostering a culture of mutual respect, accountability for ethical behavior and positive leadership, and alignment of policies, procedures and training with such values. Ensures training on and compliance with best practices for fostering safe work practices, with attention to risk management and loss control.

MINIMUM TRAINING AND EXPERIENCE:
- Bachelor’s degree from a recognized college or university in planning, economics or public administration and ten (10) years of progressively responsible planning experience, including at least two (2) years as a Town Planner (or the equivalent)
- Master’s degree from a recognized college or university in planning, economics or public administration and five (5) years of progressively responsible planning experience including at least two (2) years as a Town Planner (or the equivalent)
- Four (4) years in a supervisory capacity
LICENSE OR CERTIFICATION:
- Valid Driver’s License
- American Institute of Certified Planners Certification
