Job Purpose

This is technical work involving the application of Planning and Zoning knowledge in the

performance of research and related work in connection with community planning and interpretation and application of the zoning ordinances.  Employees in this class perform research, planning, zoning. and administrative tasks.  Work requires the application of a working knowledge of planning and zoning techniques.  The employee is responsible, under supervision, for following work procedures and for carrying the assignment through to completion.  Work is subject to review in process and upon completion.

Work Environment

Work is performed in a variety of environments and locations.  The general business office environment involves everyday risks and/or discomforts requiring normal safety precautions, and is subject to interruptions, distractions and background noise.  Use of safe work practices with office equipment, avoidance of trips and falls is expected.  A percentage of work requires travel to and from off-site locations within West Hartford for meetings and review of properties.  Must be mobile, able to push/pull light objects, and occasionally lift objects up to 10 pounds.  Must be able to perform such tasks as writing, filing, typing, using a calculator and skills that require hand-eye coordination such as using a keyboard.  Must be able to sit for prolonged periods.  Must be able to work under stress from demanding deadlines and changing priorities and conditions.  Manages and coordinates multiple priorities adhering to established timeframes and performance standards.  Frequent interaction with people who, at times, may be agitated.  Attends to tasks/functions for more than sixty (60) minutes at a time.  Works for extended periods at a personal computer.  Must be able to communicate in English and be understood clearly; hearing requirements include the ability to effectively interact with individuals or groups in person or by telephone.  This position may require working non-traditional hours, including evening and early morning meetings outside the normal business workday.

Essential Job Functions

  • Prepares studies, designs, and plans, as part of development and land use issues.
  • Prepares statistical data and base maps, charts, and tables; prepares sketches, tracings, and other data for proposed projects.
  • Conducts land use studies and analyses of changes and trends in land use; analyzes and prepares summary reports on social, physical, and population data; checks data against maps, zoning regulations, and variances.
  • Conducts field inspections and site visits as required. 
  • Contact with the general public to interpret, answer and advise on matters related to the zoning ordinance, maps, statistical data and planning initiatives.
  • Prepares reports of violations and complaints.
  • Reviews, evaluates, and analyzes site plans, subdivisions, special development districts, and special use permit applications for conformance to codes and regulations.
  • Analyze land use for conformance to various codes and regulations and provides advice to professionals and general public.
  • Coordinates and reviews applications and permits with other Town Departments.
  • Organizes, prepares information and schedules items for commission and committee meetings.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Basic knowledge of the principles and practices of planning and zoning.
  • Ability to perform technical research.
  • Ability to study, analyze, and systematically compile technical and statistical information.
  • Ability to prepare technical reports.
  • Ability to establish and maintain effective working relationships with associates and the public.
  • Ability to read, interpret and analyze plans and specifications with respect to zoning requirements
  • Ability to express ideas effectively in oral or written form.

Minimum Qualifications

Associates Degree in planning, public administration, geography, land use or related field or an equivalent combination of education and experience.

Certification as Zoning Enforcement Technician (CZET) by the Connecticut Association of Zoning Enforcement Officials (CAZEO) after completing the certification program designed by CAZEO and administered by the University of Connecticut Center for Land Use Education and Research.  Certification must be obtained within the earliest date based on scheduling of the CZET Certification Program in order to remain in the position, including beyond the normal probationary period.   

Possession of valid motor vehicle operator’s license and a driving record in accordance with Town of West Hartford Driving Policy is required.

Applicants must achieve a score of 70% to be placed on the Eligible List for this position. The Town reserves the right to limit the number of applicants invited to any phase of the selection process.  An individual appointed to the position must satisfactorily complete a one (1) year probationary period.
