Salary Range: $65,000 to $78,000 dependent upon qualifications and experience

General Statement of Duties

The Zoning Enforcement Officer is primarily responsible for providing technical assistance in general planning, zoning, and coordination of regulatory compliance in land use and the conservation of natural resources. The Zoning Enforcement Officer reviews site plans, subdivisions, special permits, wetland permits, and other land use applications; completes land use studies and prepares planning reports including the Plan of Conservation and Development. Recommends and writes changes to the Town zoning regulations. The Zoning Enforcement Officer investigates complaints of zoning violations and enforces regulations regarding zoning and land use matters including enforcement of blight regulations.

Supervision Received

Works under the direction of the First Selectman with responsibility to the Town’s elected Planning and Zoning Commission.

Typical Duties

Serves as designated agent of the Town’s Planning and Zoning Commission, Zoning Board of Appeals and Inland/Wetlands Commission. Collaborates with the Town’s Planner Consultant as needed. Provides interpretation of regulations to the general public and reports of violations and complaints for the Planning and Zoning Commission. Conducts field inspections to ensure compliance with zoning regulations. Corresponds extensively with the public, attorneys, engineers, architects, and land surveyors. Provides daily customer service support in the Building, Zoning and Health Department. Staffs the Planning and Zoning Commission, Zoning Board of Appeals and Inland Wetland Commission. Provides technical assistance in support of grant research, writing, development, and funds management. Provides technical assistance to the Town in managing EPA brownfields programs.

Required Qualifications

Valid motor vehicle operator’s license.

Graduate from an accredited college or university with a Bachelor’s degree in planning, law, geography, land use, zoning enforcement, wetlands enforcement or related field and minimum of two (2) years’ experience in municipal land use or planning work. CAZEO (Connecticut Association of Zoning Enforcement Officials) Certification required or in process of obtaining. CT DEEP Wetlands Agent Certification required. Prior experience with ESRI ArcMap GIS mapping software and PermitLink municipal permitting software desirable. The Zoning Enforcement Officer is required to exercise considerable independent judgment in performing the duties of this position while enforcing in an equitable and professional manner, the zoning regulations of the Town.

Physical Requirements

The Zoning Enforcement Officer performs work in a combination of professional office settings and in field locations. Frequently required to sit, stand, and walk for extended periods of time. Frequently required to handle or operate objects, controls, tools, and equipment. Occasionally, the employee is required to reach; stoop, kneel, crouch or crawl; climb or balance. Must be able to see and hear.  Must be able to lift, push, pull, and move up to twenty-five (25) pounds.  The employee works in outdoor weather conditions being exposed to cold, heat, rain, snow, and wind. Employee may be exposed to wet and/or humid conditions or airborne particles. The employee may be exposed to rodents, insects, and other wildlife. The noise level in the office setting is usually low and moderate to loud in the field.

The applicant will be required to successfully complete pre-employment drug testing and applicable background, financial and criminal investigation.

Work Schedule and Benefits 

This is a full-time thirty-five (35) hour per week position with a flexible schedule based on the needs of the department and varied nature of the work. This position occasionally requires work beyond the regular schedule including evening Board and Commission meetings and other evening and weekend work as job duties demand.  This position is eligible for full benefits which currently include health/dental/vision/life insurance, 457b defined contribution retirement plan with match, and generous paid time off.
