TOWN OF GOSHEN INDIVIDUAL SERVICES CONTRACT TYPE OF SERVICE: Town Planner, Town of Goshen REPORTS TO: Planning and Zoning Commission, Zoning Board of Appeals, Inland Wetlands Commission and First Selectman OBJECTIVES: Acts as planner for the Town of Goshen as it relates to the Plan of Development, coordinating with Planning and Zoning and Inland Wetlands regulations. PRIMARY RESPONSIBILITIES: Directs, administers and coordinates all Town planning including assisting in the formulation adoption and execution of a comprehensive master plan and sub areas for the community. Directs, administers and coordinates all Planning and Zoning enforcement activities for the Town of Goshen. Responsible for continuing development and refinement of municipal plans and programs, and preparing recommendations in the area of zoning. Review site plans and subdivisions; reports on zone changes and special permit applications. Assures continuing development and refinement of municipal plans and programs. Assists, prepares and files State grants and other forms of funding assistance for programs and projects relating to planning and zoning. Assists the town in preparing and updating capital improvement programs, and developing current zoning and subdivision control regulations. Acts as consultant to Zoning Board of Appeals, Inland Wetlands Commission, Planning and Zoning Commissions and the Board of Selectmen. Advises developers, builders, contractors and others regarding significant development projects in the Town of Goshen. Provides technical advice and assistance to Town boards, commissions, department and committees. Supervises the Zoning Enforcement Officer, Environmental Planner and Commission Clerk. INDIVIDUAL SERVICES CONTRACT: Individual Service Contract – Town Planner Town Planner, Town of Goshen Page 2 PRIMARY RESPONSIBILITIES Continued: Understands, interprets and incorporates State regulations into Town regulations; analyzes and systematically compiles technical reports. Perform other related duties and responsibilities as may be assigned. QUALIFICATIONS / KNOWLEDGE / SKILLS: Thorough knowledge of the principles and practices of municipal land use planning including map reading and land use regulations. Working knowledge of computer applications for report preparation, data analysis and graphics. Ability to analyze and solve problems and develop data and policy recommendations. Ability to prepare oral and written reports, interpret aerial and soil surveys, utilize graphic materials and comprehend land and water engineering principles. Ability to confer knowledgeably with architects, engineers and lawyers. Ability to analyze various factors, circumstances and conditions involved in municipal planning problems. Ability to deal effectively and courteously with the public, Town officials and others. SPECIAL PROVISIONS: Drives an automobile; operates a department computer and standard office equipment. Sit at a desk or stand at assigned locations and working continuously for extended periods of time; walk distances over one mile on terrain under construction or undeveloped; work in variable weather conditions for long periods of time. Graduation from college with a M.S. degree (Urban/Regional Planning) and 3-4 years of related experience including 2 years of supervisory experience or equivalent. Must posses a valid driver’s license. INDIVIDUAL SERVICES CONTRACT Individual Service Contract – Town Planner Town Planner, Town of Goshen Page 3 TERMS OF THE CONTRACT: The Town Planner will work approximately 77 hours per year at an agreed-upon hourly rate for the period from July 1 to June 30 Mileage will be reimbursed at the existing Town reimbursement rate. Payment will be made upon submission of a completed Town of Goshen Mileage Voucher including the detailed log. A blank voucher is attached. The Town Planner must abide by the American Institute of Certified Planners Code of Ethics and Professional Conduct as adopted March 19, 2005 and effective June 1, 2005 and any addendums or modifications adopted subsequently. The Town of Goshen will provide General Liability and Worker’s Compensation coverages while the individual is acting within the scope of the duties as described on behalf of the Town of Goshen If additional time is needed beyond the budgeted line item, such time must have prior approval of the First Selectmen
