Connecticut’s first town is strategically located on the beautiful Farmington and Connecticut Rivers between Hartford and Springfield, Massachusetts and is home to over 29,000 residents and a wide array of local and corporate businesses.

The Town of Windsor is an organization made up of diverse individuals who are committed to providing quality service through integrity, responsiveness, innovation, passion, and partnership.  The Windsor Planning Department has a staff of four that works within a larger comprehensive Development Services Team, which is dedicated to the safe, balanced conservation and development of the town.  This leadership position reports directly to the Town Manager and provides supervisory, technical and professional expertise on a broad range of community planning, sustainability and land use programs. The Town Planner and staff work to support the Town’s appointed Planning and Zoning Commission, Inlands Wetlands & Watercourses Commission, Historic District Commission and Conservation Commission.

The hiring range for this position is $105,000 to $120,000, depending on qualifications and experience. The Position

This position provides supervisory, technical, and professional expertise on a broad range of community planning, land use development, and environmental sustainability programs. 

Qualities and Expertise:

  • Extensive knowledge of zoning laws, land use regulations, and comprehensive plans, including their development, adoption, and enforcement; thorough knowledge of planning programs and processes; knowledge of affordable housing, historic preservation, environmental sustainability, municipal finance, and the principles and practices of architecture and traffic engineering as applied to urban planning; working knowledge of GIS applications; general knowledge of building construction and land development’
  • Expertise in critical thinking, analyzing technical and statistical data and to make correct evaluations of this data; excellent communication skills, both oral and written, with the ability to establish effective working relationships with developers, members of boards and commissions, other employees, and the general public
  • Experience in the preparation and monitoring of a department’s annual budget and assuring that assigned areas of responsibility are performed within budget.
  • Experience in providing professional planning and land use advice to executive officers, other departments, and the Town Planning and Zoning Commission; making presentations to staff, boards, commissions, civic groups, and the general public; negotiating, coordinating, and managing planning consultant contracts

Minimum Qualifications

  • Have a master’s degree in urban planning, land-use planning or a closely related field
  • Have five (5) years of experience in municipal planning, including some supervisory experience
  • AICP certified a plus
  • Have a valid driver’s license
  • Successful completion of the Town’s background and drug screening (includes testing for marijuana)
