The State of Connecticut Department of Transportation (DOT) is recruiting for two Transportation Planner 2 positions in the Bureau of Policy and Planning, Enterprise GIS, Visualization & Analytics Unit, and the Data Management & Integration Unit, in Newington, Connecticut. 

 

This office is the lead in developing geospatial data management & analytical tools, management, and administration of the GIS environment and providing analysis & visualization services for the rest of the Department. There will be one position in the Enterprise GIS, Visualization, and Analytics Unit and one in the Data Management & Integration Unit within this office.

THE ROLE

These positions will work in a lead capacity and at an advanced level and require coordinating across diverse teams both internal to CTDOT as well as external partners. The chosen candidates will act as the unit lead on a variety of tasks to help meet overall goals related to enterprise GIS data and application development, data visualization, analytics, and data management. These positions play a critical role in developing data to support decisions related to topics such as safety analysis, project prioritization, and return on investment, among others. 

 

The chosen candidates will be critical resources for CTDOT with expected expertise in relevant technology solutions, data management best practices, as well as applicable state and federal policies. These positions supervise data development & integration projects, coordinate across CTDOT to ensure GIS and data management solutions are addressing a variety of business requirements in an efficient manner, and play critical roles in managing the CTDOT Open Data platform. These positions require the ability to adapt quickly to changing needs & re-prioritize based upon evolving trends, as well as possess written and verbal communication skills for coordinating across diverse teams of engineers, planners, and financial administrators (among others), both internal and external to CTDOT.

 

Specific Duties of these positions include:

  • Working with cross Bureau personnel, the Transportation Enterprise Data (TED) team, IT, and within the EGIS & Data Management offices to identify opportunities to develop data access products and management solutions to support; strategic data-driven decision making, program outcome assessments, cost benefit analysis, operational efficiencies, data visualization capabilities, and ad-hoc queries across the agency
  • Working with EGIS & Data Management staff, Subject Matter Experts, and IT personnel to manage the technical components and business processes of CTDOT’s TED and Open Data Portal
  • Configuring commercial off the shelf tools from Esri, VertiGIS, Microsoft, Safe, and others to help meet the data development, visualization, management, and analysis needs of stakeholders
  • Configure and deploy self-service web applications that support data collection, user-driven data management, data analysis and dashboarding, and data driven report writing
  • Working with staff to ensure that application interactions and database management practices support the users and minimize performance impact on infrastructure
  • Working with data stakeholders, leveraging data visualization and analysis tools to advance business intelligence and timely knowledge transfer for teams
  • Analyzing data, deriving insights, formulating conclusions, and presenting results to business stakeholders
  • Examining data sets to determine the best analysis plan to address key business questions; identifying opportunities for improvements in data collection, validation, maintenance, and access for data owners, stewards, and custodians
  • Performing and assisting with data management functions such as data cataloging, business requirements gathering, process flow diagramming, and data gap analysis critical to developing fully integrated solutions
  • Utilize programming languages such as Python, R, or Arcade in order to fill gaps in data management processes such as quality assurance/quality control, or Extract/Transform/Load (ETL) processes
  • Adhere to, enforce, and offer guidance to CTDOT staff related to data governance policies and procedures
  • Develop and conduct training and presentations for relevant stakeholders and customers
  • May aid in training of Transportation Planner 1’s or Connecticut Career Trainees or other CTDOT personnel

The Enterprise GIS, Visualization & Analytics Unit is responsible for GIS application development for data collection, visualization, and analysis.  This unit works primarily with internal cross-bureau business units to define workflows, develop schemas, test and build front end web-based editing applications and field collection applications using Esri tools, as well as produce analysis or visualization outputs based on business requests.  The unit utilizes web-based and desktop GIS technology to increase access to, and utilization of, authoritative data assets.

The Data Management & Integration Unit is responsible for management and performance of the Department’s Esri Enterprise ArcSDE database architecture.  That architecture is the foundation for a wide variety of data collection and integration efforts that support functions such as safety analysis, project planning and management, asset management, and operational optimization.  The unit works closely with internal business partners and CTDOT-IT to integrate data across business systems and platforms, develop data quality assessment processes and tools, and administers CTDOT’s data governance program to ensure that data matures into a state of high quality in completeness, timeliness, uniformity, accuracy, and precision.  

Both units play a critical role in facilitating & continually supporting data-driven decision making. These units provide critical support and enhancements to the Transportation Enterprise Data (TED) Management System, which is a data architecture and set of business processes for managing data, specifically geospatial data.

  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office
  • This position will report to a Transportation Supervising Planner or employee of a higher level
