The State of Connecticut Department of Transportation (CTDOT) is currently recruiting for a (Transportation Planner 2), in the Environmental Resources Compliance Unit of the Office of Environmental Planning.  This position is within the Bureau of Policy and Planning, at our Headquarters, located in Newington CT. 

 

The focus of this unit is to ensure compliance with Federal and State laws, regulations, and permit conditions related to construction and maintenance projects carried out by CTDOT. This position will be dedicated to overseeing and leading environmental permitting and construction compliance initiatives for our Design-Build Program.

THE ROLE

This position will be part of a unit of professionals responsible for ensuring compliance and oversight of CTDOT construction projects with State and Federal water and natural resource permit approvals and stormwater registrations issued for work in or affecting regulated areas or natural resources. This unit acts as the lead liaison with the State of Connecticut Department of Energy and Environmental Protection (CT DEEP) and the U.S. Army Corps of Engineers (US ACOE) and other State and Federal regulatory agencies during construction and post-construction. 

 

This is a highly specialized unit requiring experience to make informed decisions and provide practical, analytical, and strategic guidance to direct staff, and other CTDOT bureaus as well as contractors and sub-contractors. The selected candidate will also be responsible for ensuring effective communication and working relationships both internally with CTDOT design and construction teams as well as with other State and Federal agencies and outside stakeholders. 

 

This unit is also responsible for supporting CTDOT’s Design-Build Program initiative, contract development, oversight and permitting for emergency situations, stormwater mapping initiatives under the CTDOT MS4 permit, as well as regularly responding to the public regarding drainage and flooding complaints. 

Additional Duties include:

  • Conducts field work and planning studies relative to all transportation modes for the movement of people and goods
  • Conducts and directs surveys related to environmental studies, land use, and transportation needs
  • Develops, coordinates, and evaluates transportation programs
  • Collects, analyzes, and updates data related to impacts of transportation facilities, projects, and programs and makes recommendations based on this analysis
  • Performs trend, economic, and environmental analyses of transportation related data
  • Prepares statistical and written reports and environmental impact statements
  • Reviews studies, surveys, and technical documents for conformance with department standards, needs, and state and federal laws and regulations
  • Provides planning assistance and coordinates activities and projects with local, regional, state, and federal agencies, private consultants and outside stakeholders
  • Investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects
  • Reviews proposed legislation and distributes information; may perform site analysis work
  • Performs related duties as required

  • P-4 (Engineering, Scientific and Technical) bargaining unit
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office
  • Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license and may be required to travel, primarily within the state. Incumbents in this class may be required to perform field work in all weather conditions and on active construction sites.
