Plans, directs and coordinates municipal activities related to the planning and implementation of programs having to do with orderly land use development and growth of the Town.  Conducts studies, and provides technical advice, information and policy recommendations on matters relating to land use and development, housing, transportation, economic development and related municipal planning areas.

Provides staff assistance to, and coordinates the activities of, the Planning and Zoning Commission, Economic Development Commission, Inland Wetland and Watercourses Agency and other agencies as directed.  Supervises the Zoning and Wetlands Enforcement Officer and performs the Enforcement Officer’s duties in his/her absence. 

1. Administers the department in the functional areas of land use, environmental and economic development, transportation and general planning including reviewing and making recommendations relating to land development for commercial, recreational, office, industrial, residential development proposals. Administers the Town’s Housing Rehabilitation Program. Prepares and administers operating budgets for office and commissions.

2. Prepares and coordinates the preparation of studies, designs, and plans relating to municipal development issues and land use. Prepares specifications for consulting services and oversees and coordinates consulting services in planning and economic development. Prepares and presents technical, statistical and narrative reports and studies as assigned by the Town Manager.

3. Plans and coordinates the review and updating of the Plan of Conservation and Development. Designs and revises site development plans and makes site inspections as warranted.                                                             

Accumulates statistical data for analysis of changes in population, land use, employment, demographic data, housing and other factors affecting Town growth and development.

Designs and recommends land use plans and regulations.

Examines land use and economic activities and makes recommendations based on findings and conclusions.

4. Provides technical consultation and services to the Planning and Zoning Commission and Economic Development Commission, Inland Wetland Water Courses Agency; attends night meetings. Confers with and provides explanations, technical advice and information to prospective developers, attorneys, the public and other Town staff and officials on matters relating to land use and development.

5. Coordinates Town planning programs with regional, state, and federal planning agencies. Prepares and administers grant programs as assigned. Coordinates Town participation in the    U. S. Census.

Zoning and Inland Wetlands and Watercourses regulation compliance is maintained.

The Plan of Conservation and Development reflects the future development and growth decisions of the Town.

Education and Training:

  • M.S. degree in Urban/Regional Planning or related field
  • Four years of increasingly responsible professional regional or municipal land use planning experience

OR

  • B.S Degree in Urban/Regional Planning or related field
  • 8 years of increasingly responsible professional or municipal land use planning experience
  • Alternatively, an equivalent combination of education, training and experience.           

Age, Citizenship, Licensure and Background Screening [include others]:

  • AICP Certification Inland Wetland Enforcement Officer Certification.
  • Must possess or be able to obtain Zoning enforcement Officer Certification
  • Possess or able to obtain a valid Connecticut motor vehicle operator’s license.
