Request for Qualifications

Land Use Planner:  The Town of Litchfield (“the Town”) is seeking a consulting Planner to provide Planning services for the Land Use Office and Planning and Zoning Commission.   Responsibilities include all aspects of land use planning.

The successful applicant will assist the Land Use Administrator and the Planning and Zoning Commission on an hourly basis up to five hours per month, as needed.

 Scope of Services:  The Town invites submittals from qualified Planning Consultants for land use Planning services.  An AICP certified Planner with planning or similar land use-based degree is preferred but not required.  Experience with non-profit and 8-30g. Affordable Housing development would be an asset.

Responsibilities:

1. Assist the Land Use Administrator in the review all Litchfield’s Land Use Forms for compliance with State Statutes;

2. Review land use applications for applicability to Litchfield’s Zoning Regulations and provide guidance to the Land Use Administrator in the processing of applications from submission to completion, as needed;

3. Provide guidance to the Planning and Zoning Commission, including drafting of detailed motions and conditions of approval/denial when needed;

4. Propose amendments to Litchfield’s Zoning Regulations;

5. Provide guidance related to the 2027 update of Litchfield’s POCAD.

Timing and Budget:  The applicant is requested to provide a proposal based on an hourly rate not to exceed $175 per hour based on applicant experience and qualifications.  Services to begin August 1, 2025.
