The Director of Operations and Finance directs all fiscal and operational policy for the Connecticut Municipal Development Authority (CMDA), a quasi-public organization. The Director administers fiscal control and analysis, policies, contract compliance, and required state reporting. The Director is the primary point of engagement with private developers and financial institutions, structuring direct-support financing for development projects in member municipalities’ development districts.  

The Director will report directly to Executive Director and is subject to all parameters of the CMDA Employee Handbook. 

 

Essential Duties and Responsibilities:

 

  • Manages accounting contractor and their preparation of monthly reports for the Board’s approval, quarterly reports for the Board’s approval and submission to State Office of Fiscal Analysis, annual reports for the Board’s approval and submission to various oversight authorities, and information submission to outside auditors annually and to state auditors every other year; ensures accuracy and integrity of financial reporting
  • Has final responsibility for providing effective financial controls for the organization
  • Develops and maintains accounting and budgeting policies and procedures, implementation of new practices and procedures, and efficient control and utilization of financial resources
  • Maintains current knowledge of and implements changes based on State policies and procedures, federal policies and directives, and current accounting practices which directly or indirectly impact CMDA
  • Has access to state accounting system (CORE) in processor role
  • Has access to Authority online banking and provide second approval for expenditures of less than $10,000.00
  • Ensures contract compliance for all vendors
  • Serves as primary point of contact for private developers with projects in member municipalities’ development districts seeking CMDA financing
  • Manages consultants performing underwriting and structures loans for Board approval
  • Manages loan disbursement and servicing
  • Attends Board meetings
  • Any and all other operations and financial tasks as assigned

Education and/or Experience:

  • Bachelor's degree in Accounting, Finance or related major from a four-year college or university
  • MBA or similar professional degree preferred
  • Five years of experience in financial management and/or real estate finance
  • A self-motivated, well organized individual who is a team player, possesses excellent communication skills, flexibility and is committed to CMDA’s mission
