PURPOSE OF POSITION:

Development application, permitting, inspection and enforcement oversight and    coordination for the Planning & Zoning Commission, Zoning Board of Appeal   and Conservation Commission. Maintains close liaison with all departments, boards and agencies having jurisdiction over regulations, codes and ordinances. Coordinates activities of staff to the Boards and Commissions serviced by the Department.

Planning Director.

SUPERVISION EXERCISED:

Supervise clerical and technical personnel as assigned. Responsible for the operation of the Department in the absence of the Planning Director. 

EXAMPLES OF DUTIES:

  1. Reviews Planning & Zoning application materials submitted for conformance with pertinent regulations and prepares written comments and reports on development applications.
  2. Attends public meetings as needed.
  3. Coordinates all incoming Planning & Zoning review comments from all reviewing agencies, oversees development review procedures to ensure efficient application processing.
  4. Coordinates administration of enforcement and inspection including bonding, legal referrals and related tasks. Works closely with the Building Official to insure compliance with permit requirements and review of revisions to approved plans and permits.
  5. Coordinates Planning & Zoning referrals to land-use applications to State Agencies as required by Statute and when necessary to facilitate coordination of multi-level permitting.
  6. Assists with planning reports as needed.
  7. Advise developers regarding Town application procedures and regulations. Oversees preparation of educational information and guidelines to facilitate an applicant’s or the public’s understanding of development requirements.
  8. Researches and prepares draft revisions to the Zoning Regulations in response to procedural changes and the need for regulation updating.

MINIMUM QUALIFICATIONS: (Knowledge, Skill & Ability)

Considerable knowledge of Planning & Zoning, Conservation and Health principles and requirements. Ability to effectively read plans and reports and interpret their physical representation on a site. Ability to establish and maintain effective working relationships with local and state agencies. Ability to effectively prepare written reports and maintain application process and statistics. Considerable ability to exercise initiative and judgment in performing duties. Ability to supervise and coordinate technical personnel through all aspects of permitting, inspection and enforcement.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

Need to be able to handle difficult inter-personal relationships in dealing with public. Work frequently requires attendance at public meetings. Duties involve required site visits to parcels proposed for development to verify accuracy of plan information provided.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk and sit. The employee is occasionally required to stand; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and ability to adjust focus. The dexterity necessary to utilize a computer keyboard on a regular basis is essential.

EDUCATION & TRAINING:

BA/BS with major work in environmental science, planning, engineering, geography, geology or related field of study, and 5 years practical employment experience in a position with the minimum qualifications listed above.
